City Council Meeting
June 21, 2022
CALL TO ORDER: With Mayor Evans absent, Vickie Rauser, Council President called the meeting to order at 6:30 pm. Council members present were Christina Hartmann, Nate Brown and Matt West; Angie Wintrow and Ken Urich were absent. Others present were City Clerk Coleen Ward, Public Works Supervisor Tim Rauser, County Commissioners Michael Delger and Darrel Folkvord, Lance Bowser, Tim Pool, John Fuchs, Jenifer Beatty, Margaret Ruckey and Tim Ravendal.
PLEDGE: The Pledge of Allegiance was recited by all in attendance.
PUBLIC HEARING: 1st Reading Changes to Building Codes2022- Ordinance Vickie Rauser read aloud Ordinance 2022-01 in its entirety. Discussion ensued with the council having concerns with the Building Permit Fee Schedule as it was unclear whether it was to be stricken or not. The public present did not have any comment. It was decided to re-visit this after speaking with the City Attorney, Clerk Ward will contact him tomorrow.
MINUTES: Matt West moved to approve the minutes of June 7, 2022, Christina Hartmann seconded, the motion carried with all council members present voting in favor.
GUESTS: Jennifer Beatty was present to ask the council for permission to place the Vacation Bible School Sign at Heritage Park, the same as last year. Christina Hartmann moved to approve the placement of the sign, Nate Brown seconded, the motion carried with all council members voting in favor.
UNFINISHED BUSINESS: Solicitor Committee Matt reported that when Peter is feeling better, he will get on this.
NEW BUSINESS: Airport Task 1-Agreement to Furnish Engineering Services Lance Bowser with RPA spoke to the Council on the Task Order and the other updates going on with the Airport. Discussion Ensued and there was concern that the agreement did not state who would be responsible for the payment of the $20,540.00, it was thought the airport would pay for this, but it is not spelled out. It was decided to consult with the City Attorney, Clerk Ward will contact him tomorrow.
Street Closure July 4th Parade – Tim Pool submitted on behalf of the American Legion Post 42, information submitted is complete, Matt West moved to approve the street closure, Christina Hartmann seconded, the motion carried with all council members present voting in favor.
Street Closure September 11th Parade – Tim Pool submitted on behalf of the American Legion Post 42, information submitted is complete, Matt West moved to approve the street closure, Nate Brown seconded, the motion carried with all council members present voting in favor.
Street Closure Re-Scheduled Bike Rodeo – Margaret Ruckey submitted on behalf of Public Health, information submitted is complete, Matt West moved to approve the street closure, Christina Hartmann seconded, the motion carried with all council members present voting in favor.
Street Closure Street Dance – John Fuchs submitted on behalf of the Commercial Bar, Christina Hartmann moved to approve the street closure, Nate Brown seconded, the motion carried with all council members voting in favor. Tim Ravendal asked what the event was for the street dance, response from several was Rodeo Weekend.
PUBLIC COMMENTS/FOUND TABLE: A suggestion was made to update the Facebook and web page with the correct hours for the pool, there is some confusion. Tim Rauser notified the council that the temporary sign is done for the skatepark, he will pick it up in the morning and put it in the ground. The skatepark should be ready for the public.
FINANCE: Nothing to report. Discussion ensued on the scheduled budget meeting; after some discussion it was decided to have the first budget meeting on July 7, 2022, at 6:30 pm, we will be going over the Special Revenue Funds.
