City of Townsend

Council Meeting December 2, 2025

Call to Order:  Mayor Rauser called the meeting to order at 6:30 p.m.  Council members in attendance are Angie Wintrow, JB Howick, Vivian Boaz, and Doug Sitton. Nate Brown called in absent.  Also in attendance are Shawn Simon, Brian Obert, Jerry & Sharon Davis, Jamie Williams, Kaitlyn Schols, Shalea Counts, and Kari Williams. 

Public Comment:  Any matter not on the agenda, but under the city’s jurisdiction.  (No comment)

  • Minutes:  Minutes from November 18, 2025.  JB made a correction to the minutes stating that under the City Fire Department, the minutes fail to indicate that the purpose of the presentation was to put forth a referendum for the city residents to choose three options, not the city council.  Kari will make the clarification.  Angie made a motion to approve the minutes as corrected.  JB seconded the motion.  All in favor, motion carried. 
  • Events Ordinance:  In process, tabled until the next meeting.
  • Claims:  Angie made a motion to approve the November Claims.  JB seconded the motion.   All in favor, motion carried.

Eric-(Absent) No report

Council-JB stated that concerning the League of Cities and Towns efforts to address the exempt water well issue, he contacted Kelly Lynch from league and had an excellent conversation with her.  He’d like to present this as an agenda item at the next council meeting, as he believes it might impact the next review of the zoning board.

Doug stated that the Christmas Stroll is coming December 6th from 4-7:00 p.m.

  • Adjournment:  JB made a motion to adjourn the meeting.  Vivian seconded the motion.  All in favor, motion carried. 

A Cooperative Housing Community Meeting took place after the City Council Meeting.  A lot of information was presented followed by discussion amongst the attendees.
