City Council Meeting

July 5, 2022

CALL TO ORDER:  Mayor Evans called the meeting to order at 6:30 pm.  Council members present were Vickie Rauser, Matt West, Ken Urich, and Nate Brown; Angie Wintrow and Christina Hartman were absent.  Others present were City Clerk Coleen Ward, Fire Chief Ed Shindoll, Attorney Peter Simon and Tim Ravndal.

PLEDGE:  The Pledge of Allegiance was recited by all in attendance.

PUBLIC HEARING:  1st Reading Changes to Building Codes 2022-Ordinance -Mayor Evans opened the Public Hearing, Attorney Peter Simon answered questions the council had on the Permit Fee Schedule that should be stricken.  The council would like to have the final draft by Friday before the next council meeting, Peter will get that to them.  Tim Ravndal asked why so many of the International Building Codes were being stricken; Peter explained that the State Building Codes Division has made several changes from the 2018 edition to the 2021 edition of the International Building Codes, therefore we need to make the same changes to stay in compliance.  Having no other public comment, Matt West moved to approve the Ordinance Changes on First Reading, Vickie Rauser seconded, the motion carried with all council members present voting in favor.  Mayor Evans closed the Public Hearing and Opened the City Council Meeting.

MINUTES:  Vickie Rauser moved to approve the minutes of June 21, 2022; Matt West seconded the motion carried with all council members present voting in favor.

GUESTS and CORRESPONDANCE:  Mayor Evans received a letter from Breann Johnson, Water Rights Attorney, on the opportunity to object to water rights in basin 411.  Mike will contact Breann and set up a time to meet with her, Matt, Ken and Peter; Mayor will see if Angie can make it also.

UNFINISHED BUSINESS:  Airport Task Order 1 and Agreement to Furnish Engineering Services – Peter has a call out to Darrel and Lance. While waiting for a response, he does not see why the city cannot move forward with this; in the future the finances should be broken down as to who is obligated.  Vickie Rauser moved to approve the Airport Task Order 1 and the Agreement to Furnish Engineering Services, Matt West seconded, the motion carried with all council members present voting in favor.

Mayor said we received the second tranche on the ARPA funding.

Ken received a complaint that there are more BMX bikes than skateboarders at the skatepark.  Mike will get ahold of John Hahn.

Peter is still working on the Sewer Ordinance, Judge Agreement, Noise Ordinance and Solicitor Ordinance.  Peter needs to find out more information on the Judge Retirement.  Peter will resend the Noise Ordinance information he has to the council.  Solicitor Committee will meet at City Hall on Monday 7/18/22 at

NEW BUSINESS: 

PUBLIC COMMENTS/ROUND TABLE DISCUSSION:  Vickie stated the Broadwater County community survey questionnaires are scheduled to be mailed out in the middle of the month.  Ken said the chain link fence needs to be looked at and we need to put some sand under the swing sets at McCarthy park.  Nate asked about the disappearing crosswalk lines, the paint did not stick; Mike will get ahold of DOT.

CLAIMS/FINANCE/BUDGET: Ken Urich moved to pay the claims, Nate Brown seconded, the motion carried with all council members present voting in favor.
